The photo was most likely taken at the Niwot beet dump.

Colorado & Southern 2-8-0 #638 switches cars in downtown
Boulder in 1927. The locomotive was built in 1906 and is now
on display in Trinidad, Colorado. It is one of only two surviving C&S
standard gauge locomotives, the other is #641 in Leadville Colorado.
